The officers of St. Albans WV Police Department are assigned to patrol and/or administrative duties within the City of St. Albans, WV. Like all officers within the State of WV, they are certified by the State’s Law Enforcement and Professional Standards Program. All are graduates from the WV State Police Academy as mandated.

About the St. Albans WV Police Department​

Our Police Department has 26 sworn full-time officers, two public safety clerks, and one humane / animal control officer. The Reserve unit of the Police Department is an unpaid volunteer position. SAPD currently has 7 Reserve Officers. The St. Albans Police Department has officers assigned to specialized units, consisting of Drug Investigations, Criminal Investigations, School Resource Officer, Special Enforcement Unit, and K-9 Unit. Drug investigations and complaints within the St. Albans area are the responsibility of the Metro Drug Enforcement Network Team (MDENT) and DEA HIDTA task force.

These task forces are federally funded and staffed by officers from surrounding agencies. One detective is assigned to the Kanawha Bureau of Investigation, joined by detectives from the 
Kanawha County Sheriff’s Department. This detective is also a Polygraph Operator. SAPD also assigns a full-time school resource officer at St. Albans High School. In addition to the high school, this officer assists other schools within the City with policy-related issues to help provide a safe school environment.

The newly formed Special Enforcement Unit is a full-time group of officers that address neighborhood problems like street-level drug dealing, problem areas with specific crime concerns, assist road patrol, MDENT, and KBI with investigations. The SAPD K-9 unit is in the process of being reinstated with new officers and K-9s. The Reserve Police program plays a significant role in assisting the road patrol with traffic/crowd control on special events

Patrol Division

The backbone of any Police Department is the road patrol division. Officers start their career in Road Patrol and submit requests to be considered for a specialized unit. Like all officers within the State of WV, they are certified by the State’s Law Enforcement and Professional Standards Program. All are graduates from the WV State Police Academy

All officers begin their careers in the Patrol Division. Many officers prefer this assignment, and it is not uncommon to have an officer spend his entire career in the Patrol Division. The work is diverse and forms the backbone of any law enforcement agency. Officers in this division are responsible for traffic enforcement, motor vehicle crash investigations, preliminary criminal investigations, and of course, response to all emergency calls.

Officers in the Patrol Division also perform many community outreach functions by participating in local events and programs. There are (4) four shifts Alpha, Bravo, Charlie, and Delta Shifts. All shifts have a Shift Commander, Shift Supervisor, and Patrolman. Shifts rotate each month. Day Shifts start at 07:00 – 19:00. Night Shifts start at 19:00 – 0700.

Detective Division

Officers assigned to the detective division are selected based on their investigative skills, training, desire, and work ethic. The St. Albans Police Department currently has (6) six officers assigned to the Detective Division. The Chief of Detectives supervises and oversees all investigations. There is a Lieutenant, Sergeant, and four investigators. Three (3) officers work in the Special Enforcement Unit, one (1) officer assigned to Kanawha Bureau of Investigations (KBI), one (1) officer assigned to Metro Drug Enforcement Unit (MDENT), one (1) officer assigned to DEA HIDTA task force. ​

Humane Officer

Jeff Moore is our Humane / Animal Control Officer for the City of St. Albans. Officer Moore has been in that position since 1990. Officer Moore responds to all animal complaints.

Officer Moore enforces the city ordinances pertaining to animal complaints such as wild animals, vicious dogs, stray cats, and complaints of animal cruelty, abuse, or neglect.
